In accordance with art. 2 of the federal law of 07.17.1999. No. 176- on postal communication , postage stamps and other marks applied to postal items and confirming the payment of postal services are recognized as state postage signs. In accordance with the requirements of the rules for the provision of postal services approved by order of the ministry of communications and mass communications of the russian federation 07/31/2014 no. 234, postage stamps must be new, unused, not taken out of the mail, not spoiled (not contaminated, not damaged, not sealed, not canceled in any way), not foreign postage stamps, have a self-adhesive base , be prepared for operation.
