The 17 german pharmacists~ chambers are legally obliged to ensure the issuance of electronic health professional cards (hba) and so-called security module card type b (smc-b) by qualified trust service providers (qvda). to this end, the pharmacists want to use the so-called qualified trust service provider (qvda). the contracts to be concluded are concluded separately with the individual chambers of pharmacists and not with the firm named in the notice as "principal"; the named firm acts only as a procedural body. to cover the need, the 17 pharmacy chambers carry out a so-called open-house procedure. the open-house procedure is a type of procedure outside the (european) public procurement law (see last ecj, judgment of 1.3.2018 - case c-9/17). the procurement law does not apply. further information can be found in the tender documents.
