The main object of the procurement procedure is the personalization and delivery of personalized tachograph cards in Romania in accordance with the requirements of the European Union in the field in force during the contract. The delivery services of the personalized tachograph cards that ARR wishes to purchase are necessary for the issuance of the digital tachograph cards requested daily by the drivers, the authorized car services, the transport companies and the control authorities. The total quantity of tachograph cards related to the contractual duration cannot be calculated exactly, this being determined by the daily requests received from the final beneficiaries of the tachograph cards. In conclusion, the personalization and delivery services of tachograph cards have a repetitive nature and the quantities related to them cannot be determined, reason for which the form of framework agreement is required.
