Detailed Description TIM: Technical Solution and Design Specialist (Unique Identity (UID) System Project)

The Project will look to establish a digital identity using a random unique number, biographical data
(name, date of birth, etc.) and biometric information (fingerprint, facial image, etc.). The UID will be
issued to everyone with no bar to entry including foreigners, orphans, refugees, and those with no
existing ID for validation and authentication purposes. After initial mass registration, it is expected
that UID is linked to civil registration (e.g., birth certificate).

The state budget (Orçamento Geral do Estado; OGE) is expected to provide a budget of around USD 3
million to TIC TIMOR I.P. in 2022 to begin the implementation of the Project. The expected cost of the
project over 5 years is up to $20 million. The budget in 2022 will be used to procure hardware, software
