The City of Surrey (the “City”) is seeking the services of a non-profit organization (the “Consultant”) qualified and experienced to establish the SMART Cart Program (the “Services”).

To better serve Surrey’s homeless population, the City has proposed that 6 SMART Cart teams be created. Each team will consist of 1 Bylaw Enforcement Officer and 1 Social and Community Services Worker.
