Detailed Description Examination of new developments in card-based payment markets, including relevant aspects of the application of the Exchange Fees Regulation

The purpose of this tender is to examine new market developments in card-based payment markets, including digital solutions such as mobile wallets that use cards for payment transactions. The study will also provide a detailed assessment of key elements of the conclusions and recommendations of the Commission's report to the European Parliament and the Council of 29 June 2020 on the effects of the Exchange Fees Regulation, as identified below. The study will provide the contracting authority with updated information on the impact of the Regulation on the following topics:

(a) developments and trends in the payment market;

b) Fees and costs: Retail charges and their components

(c) the prevalence of unmixed fee schemes offered by purchasers
